Mail is taking over a week?

I sent a two page letter and a necklace in the mail in a regular envelope, to a county one over from mine (about 30 minutes away by car). I sent it last Friday and it's already been a week and he hasn't gotten it yet. There is a return address and everything is written clearly as well as a postage stamp. Is is going to reach him?
